Professor Wen is the pioneer of contemporary legal philosophy study, as well as the promoter of legal education reform in China.


He graduated from the Department of Philosophy of Sichuan University in 1964, and was transferred to Southwest University of Political Science and Law (SWUPL) in 1978. He is a professor and doctoral supervisor who receives fellowship of special government allowances from the State Council. He used to be the director of the Institute of Law, SWUPL, and the editor-in-chief of Foreign Law Studies. He was the first academic and technical leader of the discipline of constitutional and administrative law in Chongqing. Also, he was a member of the senior professional title review team of the Ministry of Justice. He won the Special Contribution Award for the Development of Chinese Constitutional Science and was entitled as outstanding expert with outstanding contributions in Sichuan. He now is the academic advisor of Jurisprudence institute of law and the China Association of Constitutional Law.


In 1981, Professor Wen clearly put forward that the study on Marxist Legal Philosophy should be carried out, and discussed the importance of study on Marxist philosophy of law. Professor Wen is the initiator of legal philosophy studies, and he opened up a way of applying multi-disciplinary theories and methods to the study of law. Professor Wen has successively published more than 100 papers in journals such as China Legal Science, Chinese Journal of Law and Modern Law Science. In his papers he conducted in-depth legal philosophical thinking and analysis on issues such as rights, legal modernization, legal development strategies, human rights, market economy, and ‘one country, two systems’, which made great contributions to the development of Chinese legal philosophy. In 1999, Professor Wen published On Philosophy of Law (co-edited with Professor Lu Shilun) and Research and Inquiry on Contemporary Philosophy of Law, which systematically summarized and elaborated the issues of legal philosophy. He has written extensively.


Professor Wen is a well-known theoretical law scholar and constitutional scholar in China. He enjoys prestige at home and abroad in the legal field. His works have won more than 40 outstanding scientific research awards at all levels in social sciences. Media press like Legal Daily have specially introduced his research results. His works have been included in Dictionary of Chinese jurists, Dictionary of Chinese educational experts, Dictionary of Chinese Contemporary Famous Scholars and Corpus of World Legal experts.


Professor Wen is not only an outstanding legal researcher but also a practitioner of modern legal education. Since 1978, Professor Wen has been engaged in scientific research and teaching works. He has cultivated a large number of political and legal elites, and have made significant contributions to China's legal education and the construction of the rule of law.
